Knox Regional Development Alliance (KRDA) is a non-profit, private-public regional alliance focused on protecting and promoting Fort Knox to increase its economic impact. The KRDA CEO holds responsibility for developing and executing strategies, action plans and budgets to enable achievement of the three primary KRDA goals:
- Advocate to Retain Existing and Attract/Recruit New DoD Missions
- Implement Defense-related New Business Attraction and Existing Business Retention Programs
- Develop More Public to Public and Public to Private Partnerships
MAJOR DUTIES & RESPONSIBILITIES
Advocate to Retain Existing and Attract/Recruit New DoD Missions – Through targeted advocacy, the KRDA will proactively work to maintain current missions and seek to bring new DoD missions to Ft. Knox
- Continuously identify strengths, weaknesses, opportunities, and threats to Fort Knox, KY and develop corresponding mitigation and capture strategies
- Serve as KRDA’s primary liaison with Senior Leadership/staff in higher military headquarters such as Department of Defense, Department of the Army, FORSCOM TRADOC organizations
- Serve as KRDA’s primary liaison with the Ft. Knox Senior Mission Commander, tenant MACOM Commanders and Fort Knox Garrison Commander
- Effectively translate and communicate the missions, activities, and terminology of events related to the Department of Defense (DoD), Department of the Army (DA), FORSCOM, TRADOC, IMCOM and Fort Knox into clear and actionable information for KRDA Executive Board and other organizations less familiar with military process
Implement Defense-related New Business Attraction and Existing Business Retention Program – The KRDA believes there is substantial opportunity to attract new defense-related businesses and jobs to the region and expand existing defense-related businesses
- Collaborate with KRDA’s associate Regional organizations (i.e. Chambers of Commerce; Development Authorities, Kentucky Commission on Military Affairs) to market the missions and strategic goals of both Fort Knox and KRDA
Develop More Public to Public and Public to Private Partnerships – KRDA will explore and pursue opportunities for area governmental entities and the private sector to partner with Fort Knox to the benefit of all parties
- Serve as the KRDA’s primary liaison with the offices of Congressional, State, and local elected officials and regularly communicate KRDA’s goals, issues, and needs to those offices
- Develop and execute marketing activities throughout the region, state and national level that ensures a robust, cohesive, and vibrant support posture for Fort Knox, Kentucky and KRDA
- Serve as KRDA’s primary spokesperson with local civic organizations and the media. Regularly communicate KRDA goals and activities
Organizational Infrastructure and Operations
- Coordinate and communicate with organizations similar to KRDA located at other military installations within the Commonwealth when appropriate
- Develop annual work plans and budgets as a part of the planning and budgeting process and present recommendations to the Executive Committee
- Develop appropriate policy recommendations for the Executive Committee
- Ensure KRDA business is conducted within existing by-laws and recommend by-law changes as necessary to KRDA Executive Committee
- Mentor and guide fellow KRDA staff members
REQUIREMENTS & QUALIFICATIONS
A. Education / Accreditation /Licensure
Required: Bachelor Degree
Preferred: Master Degree
B. Experience Required:
- Retired Army General Officer, Senior Executive Service or Senior Colonel with 20+ years of leadership experience
- Demonstrated ability to work with Senior military leaders
- Familiarity with the Pentagon and Army Functional areas
- Exceptional oral/written communication skills; adept to speaking in a public forum
- Achievement and results orientation; Performance record of success in setting and achieving objectives
- Strong interpersonal skills and the ability to deal effectively at all levels
- Politically savvy with the ability to foster effective working relationships and influence elected officials and key constituencies
- Excellence in organizational leadership with proven ability to develop, articulate and execute a vision
C. Additional Skills viewed as a plus:
- Acquisition/program management
- Prior Pentagon assignment
- Recent economic development experience with documented success
