Phillip Kemp

Phillip is the Vice President of Asphalt Operations at Scotty’s Contracting & Stone, where he manages all aspects of the company’s asphalt paving and production efforts across Kentucky. Throughout his career, Phillip has shown a strong commitment to building high-performing teams, improving operations, and delivering quality infrastructure projects that support the growth and prosperity of our region. He leads major paving and plant operations that enhance Kentucky’s transportation systems while strengthening local communities through safe, timely, and high-standard project delivery.

Phillip also serves on the board of the Plantmix Asphalt Industry of Kentucky (PAIKY), where he helps advance the industry statewide. His dedication to fostering growth and strengthening infrastructure aligns directly with KRDA’s mission to drive economic development and build a stronger future for our region.
